Marbella Foreigner Central Registry Download Application Form

                                        New registrations or changes of address

By virtue of the Registration Council agreement of October 30th 2007, and as a consequence of the Real Decreto 240/2007 about entrance, free movement and residence in Spain of European Union countries’ citizens, in case of new registrations or changes of address on the municipal census, it is compulsory to show the registration certificate at the Foreigner Central Registry  together with the passport or national proof of identity.

The inscription on the Foreigner Central Registry is carried out at the National Police’s foreigner offices. The following documents are required:
• Passport and copy of the passport or NIE
• Form to fill in (it will be provided there)
• 6,80 € tax payment

Citizen Participation Sector


This is the sector responsible for setting up the Citizen Participation byelaws, to include the following services: setting up a citizens advice bureau for registering requests, complaints, suggestions, initiatives and proposals, and carrying out administrative management such as:





a) Permanent and continuous communication with the Marbella Town Council’s registry of income and costs.
b) Timely processing of information regarding specific citizen's requests.
c) Receipt of initiatives, suggestions, requests and proposals in writing from citizens and citizens' organisations; and ensuring a written reply to the same.   
d) Processing of complaints and claims, and implementation of the decisions taken to facilitate citizen participation.
e) Timely response to requests for information about municipal byelaws.
f) Receipt of written communications addressed to other administrative bodies, and onward transmission of same to the relevant department.

Other functions:
-Set up the Town Registry of Citizens’ Organisations
-Cooperate in setting up specific participative organisations; both sector and district councils.
- Relating and communicating with social associations and non governmental organisations         (ONG).
-Promotion of citizen participation and associations in Marbella.
-Subsidies for and agreements with associations and organisations.
-Promotion of voluntary work in Marbella.
-Drawing up of participation regulations.
-Working with the Ombudsman.
-Copying of petitions to the relevant town councillors, and tracking of same via internal memoranda, in order to deal with requests, complaints, claims and suggestions from both citizens and collectives (such as communities of owners, associations, etc.)
