One essential piece of documentation you will need is the NIE (Número de Identidad de Extranjero), an identification number for foreigners living in Spain.
Apply for it at the Oficina de Extranjeros at the local Policía Nacional (police headquarters). You will need your passport plus two photocopies and two passport size photos of yourself. The process should be straightforward and you will receive your NIE within a month.

What is the municipal census?
It is the official registry of inhabitants in a municipality.
Why should I register on the municipal census?
The number of registered inhabitants determines the level of investment that the State must provide for that population, thus improving the quality of life.
If the registered population is less than the real population, the calculation of the requirements and their financing is unreal and leads to the collapse and malfunction of public services.
The following aspects are affected directly:
1. The State economic provision to the City council.
2. More street cleaning and rubbish collection
3. Security (national police, civil guard, firemen, municipal police)
4. Health (Surgeries, hospitals, chemists, old people’s homes, doctors)
5. Educational (day-care centres, schools, institutes, universities)
6. Sport (facilities, stadiums)
7. Cultural (theatres, museums, auditoriums, events)
8. Infrastructure (roads, access routes, bridges, parks, shopping centres)
9. Endless population effects derived from the previous points that contribute to wealth generation and the quality of life
10. Fiscal advantages for residents of the European Union.
Where should I go to register?
In the Marbella Town Hall, San Pedro de Alcántara Council Offices, and in Las Chapas and Nueva Andalucía Districts.
How should I register?
By taking the following documents to one of the offices mentioned above
1. Originals plus photocopy of proof of identity of the applicants (DNI, passport or residence card)
2. The registration form (available in the offices mentioned above) completed and signed by adults over the age of 18.
For property owners:
Document proving property ownership (title deed (escritura), water or electricity bill or receipt of IBI (Impuesto Bienes Inmuebles), original and photocopy, or failing these a photocopy of identity document and signature of the holder of the house
For renters:
Rental contract, original and photocopy, water or electricity bill or receipt of IBI (Impuesto Bienes Inmuebles), original and photocopy in the proprietor’s name or, failing these, a photocopy of the identity document and signature of contract holder.
Electoral Census, my right to vote
If you are an European citizen and are already registered with the Town Hall you have the right to vote for the local government as well as for the European Parliament. You simply need to complete, together with your registration form, a different form in which you state and sign your intention to vote. If you did not do this when you registered you simply go to the Town Hall and the staff at the Registry Desk will help you. You may also call the office of the Foreigners Department for further information.
